TIONESTA: State police in Forest County are continuing to investigate a hit-and-run crash reported in early December in Tionesta Borough that authorities say later led them to suspect alcohol impairment by the driver.
According to Pennsylvania State Police, troopers were dispatched on December 5 to a reported hit-and-run crash at the intersection of May and Elm streets in Tionesta Borough.
Through the investigation, troopers located the suspected vehicle involved in the crash and identified the driver as a 39-year-old man from Trafford. In police-based reporting, the driver has been identified as Randall E. Seward, 39, of Trafford.
Police said investigators determined the driver was operating the vehicle under the influence of alcohol at the time of the crash. A 21-year-old man from Vermont was identified as the victim.
State police have said charges are pending through district court. As of January 2026, no public court docket related to the case could be located through Pennsylvania’s Unified Judicial System, indicating that formal charges may not yet have been filed or entered into the public record.
Authorities have not released additional details regarding the circumstances of the crash or a timeline for when charges may be formally filed. In Pennsylvania, cases involving DUI allegations can take additional time to move forward while investigations are completed and evidence is reviewed.
