Summary of DuBois City Council Public Comment Rules
The City of DuBois has established new rules for public comments at city council meetings to ensure order and efficiency while allowing residents to voice concerns at the joint board meeting on March 19, 2025.
Key Points:
- Every meeting will have two public comment periods:
- First Period: Before official discussions, limited to agenda items.
- Second Period: Open for other city-related concerns.
- Only residents and taxpayers may speak, and each speaker is limited to three minutes per person per subject (may be extended at the council president’s discretion).
- Participants must sign up before the meeting and provide their name, address, and topic(s).
- Speakers must be respectful; interruptions and disruptive behavior are not allowed.
- Public comment is not a Q&A session; questions should be directed to the City Manager outside of meetings.
- The council may end or postpone public comments if they become too lengthy, repetitive, or disruptive.
These rules ensure that meetings run smoothly while giving the public a fair opportunity to be heard.
The motion passed the joint board 6-4 in favor of the resolution and will be duplicated for the remainder of the existence of the joint board and Sandy Township. Thus, this will be the way public comments work for all city and township meetings, including joint board meetings, for the remainder of the year and this will continue to be how DuBois moves forward in 2026 when it is the only entity of the three that will continue to exist (at and after consolidation).
